I rated this high in 3 out of the 4 categories because of the impact and because this piece slows the them down to a single moment, which are always the most powerful pieces for me.

to me it seems the artist is trying to envision the moment before the storm comes or is trying to set the mood for a storm on it's way. I love storms, and i HIGHLY love being out in the middle of them. This picture captures that moment of anticipation for me. so i love it being done for a theme without an actual storm pounding on the girl in the picture.
Originality I gave a 4.5 since it's really really hard to do something that no one has seen before. I save the 5 stars for "well I've haven't seen that ever" as my jaw drops..... Still this is a very creative take on the theme.
Technique gets a 5. no doubt. Nothing about the picture that does not blend, or pull me away to worry about a detail. The color choices are wonderful everything blends well and fits together.
Impact, yep just a 5. I'm drawn in by the lush green of the grass, the girl is so appealing, I can imagine her raises her face to the clouds as the rain soaks her and runs down that face. The shadows to the landscape def convey a dark stormy day. And, again the whole image just conveys that moment before the storm hits, with the winds whipping around [the girls hair and the birds in the air really invoke wind ] and the temp dropping a bit.
